Two key words in the text: "dangerous" and "reckless".

To me, those words are significant and significantly different. I would guess that the public at large would subconsciously equate those words when the the topic concerns "guns". The differences in their meaning and concept is a point that needs to be established in all venues.

Dangerous
Having the abilitiy to inflict harm

Reckless
Heedless or careless. Headstrong; rash. Indifferent to or disregardful of consequences

A person who has a CHL can be "dangerous" to anyone who wishes (i.e. actively exhibiting intent) to do great physical harm to him or others. However, that does not make the CHL'er "reckless". The vetting process of obtaining a CHL, the required initial training, and the (hoped-for) on-going training and learning helps reduce or remove the the recklessness of responding to possibly dire threats. :tiphat:
