While I would like to see House and Senate rules changed so that all amendments must be germane to the bill being amended I am finding some humor here. The bill's author Carolyn Maloney (D-NY) had this to say about Sen Coburn's amendment getting hung on her bill:
WASHINGTON, DC – Rep. Carolyn B. Maloney (D-NY) offered the following statement regarding Sen. Tom Coburn’s successful amendment to her credit card bill which would allow guns in national parks, reversing a restriction that’s been in place since the Reagan presidency: “It’s just wacky. Tacking on guns in parks to a strong consumer bill simply makes no sense.”
Seems she's one of the co-sponsors of HR1022, the misnamed Assault Weapons Ban Reauthorization bill.
