As far as what city's ban texting, that could soon become a moot point as HB80 has been placed on the General State Calendars:
"Relating to the use of a portable wireless communication device while operating a motor vehicle; creating a criminal offense; modifying existing criminal penalties."

Wow. No using cel phones while in your car. That's pretty strict. I can sure see no texting for sure. Arlington has signs everywhere stating city ordinance prohibits texting while driving. Including stopped at stoplights. I'm good with that.
