Any U.S. citizen who is legally not prohibited from owning a firearm may purchase a military surplus rifle from the CMP, provided they are a member of a CMP affiliated club. I was partial to the DCM program sponsored by the Department of Defense. I think it's long gone, but has been replaced by the CMP program, that all TSRA members have entry to.

I bought an M1.30 caliber carbine for $16.00 from them when I was a member of the NRA. But that was a couple of years ago.
