What does that mean exactly? Is the paper its written on blue/red? or is the writing blue/red? or does the license actually have the wording on there "sign=red" etc?
The liquor license itself, is printed in green if I remember correctly. In the body of the liquor license, in the middle, are the type written words in colors of either red or blue. The next time you are in a bar or restaurant that serves liquor, just ask to see the liquor license. It's a good learning experience.

What is the rule if there is no sign displayed...? Should I ask and risk getting thrown out?
If it was a 51% established it would be printed on their liquor license, and it would say this:

SIGN = RED

or

SIGN = BLUE

Red means it's a 51% establishment, meaning no conceal carry. Blue meaning it's NOT a 51% establishment, and unless there's a 30.06 sign, then you're probably ok.
