Yup. Sometimes instinct and prey drive over rides training. Not always, but sometimes stuff happens. After all, they do have a mind of their own and can choose to obey or not.

My well trained dogs have the titles to prove it and I still wouldn't let them loose in the front yard because sometimes stuff just happens. Squirrel!

Many cities consider an unrestrained dog to be "at large," which basically means free, loose, or unrestrained.
