This may have answered your own question. If your license were suspended you wouldn't have a valid Texas license. JMHO
I think the main reason people have another state's non-resident license is to cover those periods while waiting for the Texas license to arrive or during coverage lapses waiting for the renewed license to arrive.
I remember when my NY DL was just typed on a heavy piece of paper and didn't have a picture. It is strange that something so primitive would be issued today.
