I don't think this is particuarly why this is included in the course. I'm pretty sure this was specifically included to counter the anti's "There's going to be people shooting eachother over every minor arguement!" propaganda against CHL.
so DPS said "We'll add conflict resolution training to the course so that every minor scuffle doesn't result in a gunfight"
