Those are not his dates, but rather, someone else's.
He is commenting on someone else's dates, and them being a may applicant, getting their license before he has. I cannot readily find his dates.

The TABC Might want to know about this. By law, they are supposed to post it in a publically viewable location, and freely present it to anyone who asks, no questions asked.
