I received the email saying my certificate was on the way but I have not physically received the certificate.

OK, mine finally went through and I was trying to send it to DPS. My scanner scanned in BMP format and the State only accepts PDF. How do I change the BMP to PDF?

I just waited on hold for 20 minutes to hear the line finally start to ring.....and ring....and ring. It then went to a "your call can not be completed as dialed" recording....and hung up!!
