Only one correction: Hirohito wasn't an Admiral, he was the Japanese emperor. Tojo was the Admiral.

Interestingly, it was also Soviet policy that an invasion of the mainland USA was a bad idea, for exactly the same reason. They has all sorts of plans to decapitate the government and destroy the military, but they knew they couldn't conquer the people.
