I know there are a lot of factors involved, but I just can't see totally abandoning someone who is in serious need of help.
I think the horn thing might make them stop and possibly save the victim from being harmed further.
Besides, I think most BG's are just cowards and I would hope they would just cut their losses and get out of Dodge if they know they've been noticed.

I would want the BG's to know there is someone watching and summoning help.
The most important thing would be getting a license plate number and good description of the perps.
As has been said ..a CHL is not a Batman License.
Or, I might block their escape route and engage them in a firefight...But I'd probably choose the first option.

Not too long ago there was a rash of robberies here
where people were being followed and targeted after leaving an area bank.
