I believe the copy of your DD214 needs to be a certified copy and can be notarized. Make sure it is legible.
Of course you can always call DPS (may take quite a while to get through) and ask to be sure.

By the time it will take to get the expunction, more than likely you will have been eligible (5 years from the date of the conviction),
not to mention the $$. My advice as it is free is to save your money and wait.
