They do have that ability now. They probably just don't want to use it.

School districts can allow CHLs to carry on campus with written permission. The school board can give the teachers written permission, but no one else. Written permission doesn't have to be a blanket permission for everyone. However, I don't see why they couldn't give written permission to a non-employee if they wanted to.

Actually, I seem to recall reading that the written permission had to be specific to a person and could not be a blanket permission under current Texas law. I don't remember where I saw that, so I have no way of backing that up.
