Hang in there guys!
I also had the issue of my background check being returned the day that my "Technician" went on Vacation. The other "Technician" said that I would have to wait until she got back for it to be sent to the printer. I called my State Senator's office (John Carona) and let them know the bit of information that DPS fed me. My senator's office was already upset with it taking so long to get my license that they called DPS to "straighten them out". I received a phone call later that day that my license was being sent to the printer. Received a phone call 2 days later saying it was in the mail. 4 days later--RECEIVED. So by all means, call your State Senators! They were originally able to get DPS to get Lubbock County to return by BG check and then get DPS to print & issue the license when DPS said I would have to wait.

Re: February Applications
Went and checked the mail today...still no plastic...bummer...
The DPS representative told me it was mailed last Thursday from Austin. Still not in Dallas by Tuesday, they must be shipping it by carrier pigeon...we did have some storms this morning, maybe the bird got lost in the rain...
Meanwhile, I can't even carry in my vehicle as my license is "Active", thus MPA doesn't protect me, yet I have no license to show to the officer. I read about another poster on this site having to go through a suspension hearing for carrying in his vehicle after his license was active, but before the plastic arrived. Hopefully it will be here before Friday, as I am headed to Central Texas for the weekend and I really don't like traveling without my weapon.
What is the typical mail transit time from "Application Complete" to Plastic in Hand for most folks around here?

Re: February Applications
Well, I got a phone call yesterday from DPS after I contacted my State Senator's (John Carona) office again. They told me they dropped the plastic in the mail yesterday! Naturally, I rushed to the computer to see what my online status said....Processing Application...ugh
I logged on again this morning, "Application Completed - license issued or certificate active"
FINALLY!!!
74nova and I were on exactly the same timeline...sent in the same time and approved the same time...
Now to wait on the mail...

Re: February Applications
74nova---I am in the same situation, with my background checks being from Dallas and Lubbock Counties---Funny thing is my Dallas background check was returned weeks ago. What in the world is holding up a background check in Lubbock County???? It can't be IKE, and it isn't that large of a county to run a background check...the technician I spoke with was even baffled as to the hold up. She said the has contacted them and asked them to "expedite" it, we'll see.

Re: February Applications
DPS just called me in response to my Legislative contacts that I have made over the past week.
A very nice and understanding representative from DPS called and told me that everything on my application has "cleared" and they are simply waiting on a background check from Lubbock County. (I lived in Lubbock County while I attended Texas Tech; Dallas County's background check has already arrived and everything looks fine) She said that she had no idea what was taking Lubbock County so long to return my background check (My Lubbock County background check should be clear except for a speeding ticket I got in 2006 from Lubbock PD, that I took Defensive Driving For, and paid. I even called the City of Lubbock before the application was submitted to make sure that everything looked good, they said that everything was clean)
The representative said that she has contacted Lubbock County in order to get them to "expedite" my background check, and as soon as it comes in, as long as everything is clear, my license will be issued and printed immediately. She said if she got it back this week, I should expect it to be in my hands by Mother's Day at the latest (80 days from application reciept, 58 days from "processing").
I appreciated the kindness of this rep and the way that she calmly and clearly explained why my license has not yet been issued, and said that she was going to take action to try to move things along. I think this rep. should be training some of the other reps that answered the phone when I called, because I honestly would not have been frustrated if everything had been explained to me and they said that action was being taken to fix the issue.
Overall, satisfied with the response from DPS (for now), hopefully what she said is true.

Re: February Applications
I called DPS yesterday (Day 61) and asked about the status of my CHL Application. The Technician was quite short and said "It is processing". I said, "Well it has been 60 days and I was just wondering what a time table might be to get my CHL. What stage of processing is it in? Are my background checks complete?" She said "yes your background checks are complete. Your application is 'Under Review'' I said "well, okay, what is the time table like getting my license?" She said "it is different for every applicant, if you call back in 2-3 weeks we might know something more." I just said "Fine whatever, have a great day" I didnt feel like I ever really got an answer as to when my license would be issued.
Emailed my State Rep (Rafael Anchia) State Senator (John Carona) and Rep. Joe Driver yesterday (along with the chl email address, havent gotten any response from it). The only office that I got a response from was Senator Carona's office. One of his staff members gave me a call to let me know that the Senator was concerned with CHL processing times and she would call her "Legislative Contact" at DPS to find out more on my situation. She told me to expect a call from DPS today with an "update" on my status and a timetable for when my license would be issued. At 3:00p today, I still had not heard anything so I called Senator Carona's office and spoke with the same member of his staff. She completely understood my frustration and said that she would again call DPS to get them to contact me, and if I have any more issues she or the senator would move further up the chain of command for me. I still have yet to receive a call from DPS, so I will probably be calling the Senator's office again tomorrow. I know that many people here have been waiting longer than me, but this issue will never be fixed until we collectively stand up for ourselves through our elected representation. Maybe this will only help my application be processed faster, but hopefully it will begin to speed things up for all of us.
I'm ready for it to get here.

Re: February Applications
Male Nurse XD,
I am just about a week behind you out of Dallas county. So we will see how this works out. I am looking for any movement on your app, hoping that means I am a week out from seeing movement on mine.

Re: February Applications
Ghost-
I received my PIN before I sent my app (applied online, had to sign app, send in fingerprints, photos, proficiency, etc.) It is 60 days from when they begin "processing" your app (after it is received) for new applications, and 60 days from when your renewal is received. You should be hearing something online or in the mail from DPS shortly (sixty days from Feb. 10; or you could just call them and see how much longer it is looking like).

Re: February Applications
I just spoke with a VERY nice representative at DPS, she said that my CHL timeline should be 60 days from March 13 (the day my online status changed to processing; and not 60 days from when the Application Packet was received. So it looks like I will be looking at around May 12 (Day 60 after processing initiated, Day 82 from actual DPS receipt) I inquired about the difference in dates between application receipt and processing initiation and she said that the 60 days do not start until the application is entered into the system. I didn't want to quibble with her on the phone over the date YET, since she was so nice, but it looks like they are running about 3 weeks behind (To Me).
She did also tell me that everything with my application looked in order (my i's were dotted, t's crossed), but that my local and FBI background checks were out and pending return (there should not be any problem here). So I should get my CHL in under 90 days from sending it off, which all things considered, I can live with, especially if a nice representative would just tell me what is going on and have a cheery attitude on the phone.

Re: February Applications
Well, I decided to finally post to give another data point.
Applying from Dallas County; have 2 intermediate addresses in past 5 years in Lubbock County.
Applied Online 02/03/2009
Took CHL Course 02/07/2009
Packet & PIN Arrived 02/17/2009
Mailed Packet (Certified) 02/18/2009
Packet Received by DPS 02/19/2009
Online Status Changed from "Packet Mailed to Applicant" to "Processing Application" 03/13/2009 (Day 22)
Placed Phone call to DPS just for my own peace of mind 03/30/2009 (Day 39) Told that everything looks in order, but my application is still "processing"
So, the waiting game continues...
The only thing that I am worried about, I have a Class C Misdemeanor in Nueces County for a stupid activity during a college spring break trip (It is not supposed to disqualify me though, got caught with a beer when I was 20 years old) I only received a Minor in Possession of Alcohol ticket from a TABC officer, but I thought it would be best to "declare" it on my application. The City of Port Aransas Municipal Court (who the ticket was filed through) changed over computer systems back in 2005 and has lost all record of the original citation and any information related to it (Including that my charges were dismissed through Deferred Adjudication). The Municipal Court can't show that I was given a ticket in the first place, or that my charges were dismissed) I provided my description of the incident along with a certified letter from the court saying that they lost all records for Class C Misdemeanors prior to 2005. It should not disqualify me, but I am worried that it will be an excuse that DPS uses to possibly delay my application even further. Does anyone else have any experience with a situation like this?
Thanks for all of the information and the great forum guys!
