IIRC, the Federal GFSZA (Gun Free School Zone Act) prohibits guns on any school
property (both the buildings and the parking lots)

UNLESS
the owner of the gun has a CHL issued by the state in which the
school is located. When you become a CHL, you are allowed to leave your
gun in your vehicle, but are still prohibited from bringing it into the bldg.

Texas CHL law describes "premises" where you can't carry as the school buildings,
but specifically allows CHL's to store their guns in any parking lots, parking spaces,
etc, unless the whole parking lot is posted 30.06. Public government facilities are
not supposed to be 30.06'd, but sometimes they are anyway, which violates the law.

30.06 is the part of CHL law which allows private property owners to give notice
to CHL's that they can't carry inside.
