On the very tiny choice that any of us would be "made" by a local LEO
while at a full-fledged post office, would a Texas cop actually be able to
arrest us for carrying in the PO?

IIRC, Texas CHL statutes don't cover FEDERAL property.

So, it follows that an arrest could only be made by some sort of federal LEO.
