I agree. It seems to me that is would have been germane to add the decriminalization amendment. He could of at least tried, even if the parliamentarian ultimately ruled against it.

I suspect there may have been some back-room agreement among the Senators not to add any amendments, otherwise there wouldn't have been enough votes to suspend the rules (just a wild guess on my part).

According to the Quorum Report (http://www.quorumreport.com/" onclick="window.open(this.href);return false;), the following Senators voted against SB 905:

Birdwell, Davis, Ellis, Ogden, Rodriguez, and Wentworth.

It appears that Zaffirini, Hinojosa, and Gallegos voted for it.
