Campus carry has never passed the Texas House. In fact, it's never even received a floor vote in the Texas House.

But there were 84 co-authors of the bill (HB 750). Had it gone to vote it would have passed.

Are you sure? It only says they are off limits *IF* the <insert_facility_here> gives effective notice.
(f) This section does not permit a person to possess a
concealed handgun, or go with a concealed handgun, on the premises
of a hospital maintained or operated by an institution of higher
education or private or independent institution of higher education
if the hospital gives effective notice under Section 30.06, Penal
Code. In this subsection, "hospital" has the meaning assigned by
Section 241.003, Health and Safety Code.
(g) This section does not permit a person to possess a
concealed handgun, or go with a concealed handgun, on the premises
of a preschool, elementary school, or secondary school that is
located on the campus of an institution of higher education or

Etcetera, etcetera. 30.06 is mentioned 5 times in the bill. Bars & churches aren't mentioned even once.
If that is on the bill, then no problem. I was referring to the link provided by the OP which is a press release summarizing the bill. The text I quoted was cut and pasted from that press release. I did not look at the bill itself.

There is a major flaw on the bill
Clarifying that locations which are prohibited under the Penal Code—bars, hospitals, K-12 educational facilities and churches, for example—will remain off-limits to CHL-holders even if they happen to be located on a campus.
Hospital and churches are NOT off-limits to CHL'ers unless they are posted. Has he even read the law?
