If an officer really thought there was a danger presented in any given situation, I have always assumed they would handle it immediately to prevent any escalation.
In this case, he allowed to get in a vehicle which itself could have been used as a weapon or could have been loaded with weapons or alot of dangerous things that he and/or others then would have been subjected to.
I believe he handled this situation poorly from the begining.
It sems to me he is in need of some retraining.
