I don't think the legislators 'meant' to eliminate said grace period. I think the verbage was an over-reaction on their part to some proposed laws that were never passed.
In that case, I would have to believe a law passed by the legislature would trump something that was previously added administratively.

It is my understanding that when part of the code is changed (such as was done in Sep) and there is a conflict with pre-existing code, the last to pass takes precedence. There is obviously a conflict between the two sections and there is no doubt about which is the latest. Perhaps some of the lawyers of the forum could chime in.

Since they obviously are ignoring the letter of the law they must view it more like suggested guidelines.
