I don't think the legislators 'meant' to eliminate said grace period. I think the verbage was an over-reaction on their part to some proposed laws that were never passed.

It is my understanding that when part of the code is changed (such as was done in Sep) and there is a conflict with pre-existing code, the last to pass takes precedence. There is obviously a conflict between the two sections and there is no doubt about which is the latest. There's tons of people who wait until after their expiration dates. Can you imagine how mad a person would get if their CHL expired & they tried to renew 2 days after and were told No.? I don't see them doing away with the one year grace period anytime soon.
