The modification mentioned there has to do with changing actions, Which isn't specified anymore.

If you had a NSA license, and changed it to a SA you had to send the NSA back in. I was confused about that and got some clarification from DPS on that last year.
I was aware of that but the post I was responding to stated that you had to return your old license if you changed the address which I believe to be incorrect.
