I don't believe an inanimate object can be legal or illegal. Only the actions (of a person) related to the object can be legal or illegal. Take cocaine for example. Cocaine in and of itself is not illegal. It is a controlled substance. No where in the OP does it state that they have ever carried in the hospital. It only states that they had never seen the signs.
