PC46.02 makes it illegal to carry a handgun on or about your person, unless you are on property you own or control or unless you are in a vehicle you own or control (and meet a few other criteria). PC46.15 makes PC46.02 not applicable to a holder of a CHL who is carrying concealed. You did not state whether or not the pistol strapped to your hip was carried openly or concealed or whether or not you have a CHL. ETA: And no law stops anyone from doing anything. Respect for the law and for other people and fear of the repercussions of breaking the law are what stops most people from doing things that the law proscribes.
