I think the delay is intentional on the DOD's part. They're aware that they messed up badly--they communications intercepts of Maj. Hasan communicating with an anti-American cleric with Al Qaeda ties but chose not to act in fear of appearing biased against Muslims. I expect the same thing to happen when Pfc. Manning (the accused Wikileaks leaker) goes to trial. Once again, there were major organizational lapses and a trial will be embarassing for the military.
