Shoplifters brazenly walk in, fill their pockets and oversized purses, and don't even try to hide what they are doing. Then, if they are confronted, they say "What are you going to do about it? Go ahead, call the cops. You know they won't come!"

What kind of craziness is this? You have no right to defend yourself or your property, and now the police won't even respond! Why should anyone even bother to work there? Just take what you want - no consequences!
