Can resident of Texas affect legal matters Florida?

I was under the impression that legel matters were affected by the populace of that specific area. Only call and write representatives/govenors of your state, county, district, etc...

Can I actually do good; living in Texas, to call and write the govenor's office regarding politics of Florida?
I am referring to the, "...ask him to VETO THE SECOND AMENDMENT TAX created by the confiscation of $6 million from the Division of Licensing Trust Fund." (via NRA)

I am active in my own locale, can I reach out to others?
