Actually, I seem to recall reading that the written permission had to be specific to a person and could not be a blanket permission under current Texas law. I don't remember where I saw that, so I have no way of backing that up.

There must be a nuance here that I don't grasp. How can a school district vote to allow it's teachers to carry, but cannot vote to allow other CHL holders who are not teachers to be able to carry.
