I don't know if the kid was drunk or high, but I bet if you look at physical altercations involving police officers around the country, I bet you can come up with a very high percentage of cases where the other person is affected by alcohol or drugs.
Of course, I am not starting with the assumption that the police officer was in the wrong either. I really shouldn't assume the suspect was guilty either, but the witness statements of what was said have me leaning toward "drunk or high". That still doesn't really explain how the shooting occured.

That was a very long article that said almost nothing about what happened. Also, people do very stupid things when they are drunk or high. "Smart" kids do stupid things too even though those people said what a nice boy he was.
With the lack of information, it is difficult to make any judgement on this one. However, there was likely a struggle or difficulty of some kind. Odds are the cop didn't start it.
