Or at least it was close enough to that scenario that the officer would not or could not take sides. Also, if he stayed in front of the truck, it makes me wonder if the guy was hitting his brakes repeatedly or something.

If the officer didn't see it and there were no other witnesses coming forward, it becomes a case of one man's word against another. If the guy calling 911 doesn't press charges, no one is hurt, and there are no witnesses or evidence to speak of, there is no reason to investigate. Of course, I am assuming this is without gun fire.

If someone pulled out and fired a rifle on HW 59, wouldn't you think there would be other witnesses calling in if only to report the shot fired? How exactly did his window get broken?
