It's interesting to note that another citizen thought the CHLer was an undercover officer.

I was under the impression that small arms were a poor choice for puncturing tires. Is there Tire O' Truth episode? ...couldn't find one, oh well, at face value I'm impressed. The fact that the CHLer hasn't been charged with anything supports the theory that he was justified.
