I do not think it is a violation of the law for a non-FFL seller to ship the item to your FFL. It is only the USPS' procedure that they do not allow non-FFL to ship to a FFL. I do know UPS and perhaps Fedex will ship from a non-FFL seller to a FFL across state lines.
