It's human nature to become alarmed about an immediate threat and then gradually return to a state of complacency. Some people get a CHL and/or buy a weapon because of a threat to themselves or someone close. Then the threat recedes and they don't worry about it any more than shark bites.

I think you nailed it on this list. I downgrade from a Glock 30 to a S/W Airweight in the hot months just because of comfort. Some people have CHL's and don't carry at all for the same reason or the other reasons listed above.
