I remember this case. I think the public outcry got a reduction in lashes, not a free walk. I also remember the US public thinking overall he needed a good thrashing. Personally, I think that is a lot better an option than prison. Take the kid out and cane him publicly. If you put him in prison, the taxpayers support him for however long he is in there. If you whip the tar out him publicly, he can then go home, clean up his act, and get on with his life. I am willing to bet that a return to crime will be much less likely. Oh yeah, make him clean up his graffiti mess too.
For data purposes it would be good to call this fellow and ask if his graffiti habit has risen, lessened, or remained about the same.
