"Woo-woo" Lights go round and the siren goes "woo-woo." Normal referred to a rookie who wants everybody and their brother to know they are a police officer. Not considered an endearing term among veteran officers. Most departments had an internal dress code for officers who are plainclothed or off duty. Not really a good idea to run around with you gun in plain sight, as you are the first to be shot, right before the hold up goes down.
