Well, de facto, it does work. We've seen it with the anti-ICE sanctuary cities, NY/NJ heinous firearms legislation, etc.. We also know that the passive-resistance model that the Progressives are so fond of cannot be used against them without violent suppression in return.
The state can regulated or not enforce or aid Federal LEOs but cannot stop them from working.
I can see the sanctuary cities or adding an amendment in the State constitution to protect the 2ndA rights a good strategy.

I hate to see Texas flipping in the Blue hands, but it might happen in the next 8 yrs or so.

Would not work. Cross border firearms regulation is under federal law.
