Taxing a constitutional right is a big problem. Can they tax the exercise of free speech?

Can they pass bills to restrict the 1sA?

Rendering the Freedom to own firearms almost impossible.
All the above laws should be struck down as unconstitutional. If a law is ineffective, why it is a law in the first place?
Rights should not be limited unless the restriction passes the utmost tests to protect the right of the citizens
