I have a BIL that once implied he has/had CHL, but never carries. Once on visit at his place in Houston, there was a commotion in the parking lot of his condo complex, I guessed he armed himself and went outside to investigate. So, some people will only get armed when trouble is anticipated.

Most likely his CHL has expired if not renewed.
