This is textbook family addiction stuff...

Your wife needs to say to her parents, "Until you disengauge from your son and contact the police, my family will not have ANYTHING to do with you."

The parents need to say to their son, "Until you get off drugs, we will not have ANYTHING to do with you."

Harsh? Yes, but it's the only thing that works.
