I used to live in Maryland, North of Baltimore. I was a project manager for a construction company and one of my duties was taking care of the payroll checks on a weekly basis.It is impossible unless you know someone in the state police, they are the ultimate authority. I know with latest SCOTUS determination things may change, but things don't change quickly there.
