That's the job of the media though, to keep tabs on possible government wrongdoings, and since PO's are agents of the government and entrusted with much more power than the average citizen (at least while on duty) then they are necessarily held to a high standard and are kept tabs on by the media. But some bad cops get through, and some good cops get caught when they shouldn't have, it's a problem, but one we must accept if we want the government to be kept in check, which I believe is pretty much a good thing. This is why they have grand jury trials, so they can present the facts to non-governmental people, and they decide in theory without bias.
