Pennsylvania costs a little more than New Hampshire but it's good in Texas.

In Vermont, they recognize the constitution and people can carry free. No paperwork, no class, no fingerprints, no intrusive federal background check, etc. Open carry is allowed in Vermont and we don't have that in Texas even with a $140 license.
