I understand your statement. I am a cop and insurance information is not always readily available for every driver.

Insurance information is not available for all insured drivers. It is still necessary to carry your proof of financial responsibility.

I would personally like to see someone's proof of insurance if I am involved in a minor accident with them. I took a sweet little old lady's word during IKE and got burned for my deductible.

I agree, nice letter. Hopefully this will be read at shift briefing or at least cause the chief to read up on the law a bit.

I disagree. A rational conversation is really nothing to avoid. A simple explanation will most likely build a bridge to solve the misunderstanding. If you weren't breaking the law, there is really no need to sit there and refuse to speak. Trying to "avoid" communication is only going to create more confusion.
