I got hit theother day with a piece of shrapnel. It didn't come from the back stop, it came from my own round. When I fired, I saw it fly to the right, bounce off the separator and hit me in the right forearm... and it was hot. Another reason I knew it didn't bounce back off the backstop is the way...

Since no one took the bait and answered my question about DPS issuing CHL's without completing a full background check, I'll go ahead and give the reasons why we don't/shouldn't want that done. I don't think that's concrete but I could be wrong. Whenever I got hit with something it always looked like shards from jacketed bullets. Even so, it didn't happen often.
