When I first heard the officers had been blinded by anticrud aiming them at their eyes I must admit I was perplexed. Class 4 lasers start at 501 milliwatts and, technically, I believe all Class 4s require a permit to possess in the U.S. But a quick search shows that there seem to be a number of websites that will happily sell them to you. Our common laser aiming devices operate at around 5mW...which is no doubt what the guy meant about dog lasers. Lasers for engraving metal start at around 30mW, and 75mW or 80mW is more common because they cut much faster.
