Conspiracy Theory

I believe the DPS should enter, at the very least, your name and SSN#, DL#, etc, when they recieve the packet. By waiting 60+ days to start the application process, they are skewing the data. In fact, from many of the posts, it seems as though DPS is not updating anything until the information is complete making it look like the licenses are within statute.

Anyone else think this is crazy?
