Not quite. Animals escape from fenced yards or houses. In the second case, the man is accused of throwing poisoned food into his neighbor's yard.

The man in the second case should be given poison turkey, ham or whatever in front of his family on Christmas Day. I have absolutely no use for those who are cruel, or abide cruelty, to animals.

FWIW, I have no use for the owners' of animals who have no regard for their neighbors...either.

I must agree. Leash laws are for the benefit of all creatures whether two or four-legged. By the same token, animal cruelty of the same sort should be publicly visited on those heinous tailess bi-peds who would inflict cruelty upon their four legged or winged brethren.

I mean it. :rules:
