It was called "sensationalism" back in the old days. Wording like that is an attention grabber for people who want to somehow identify with the incident/individual. I don't know what difference it would make if the suspect had dropped out of U.T. or Sam Houston Institute of Technology, or whether he lived "near" River Oaks or in the Third Ward.
It's like news stories where they absolutely have to identify someone with a profession, such as unemployed former dog walker.
