Okay, I'll answer that question:

The people at issue on the southern border are viewed as potential votes for whichever party gives them the most as they are coming here to stay and reproduce. Our sometimes friends to the north are not as likely to stay and become voters.

It's all about relections.

The POTUS has denounced this action by Arizona citing concerns of racial profiling.
