I goto restaurants all the time and usually find a booth or table in the "bar area" rather than waiting on the list to be seated. Am I misunderstanding that the whole establishment is either red 51% or not?
No, you're not, but others don't understand. If the bar area is part of the restaurant (Chili's for example) then it's covered under one license and highly unlikely to be 51%. Something like a bar in a hotel, operated independently of the hotel and/or any restaurant is likely to be 51%.

Thanks for the info, may be a moot point since I still haven't received my CHL. I assumed if it was mailed from Austin on Tuesday, I would have in my hands by Thursday. But I know there have been alot of mail processing centers closed including the one in Lufkin so I guess snail mail has become super snail mail.
We are going this weekend too. What percent of the bar/restaurants there are 51% posted on the Riverwalk? Poses an interesting dilemma if you are going into a mix of bars.
I don't know of anything on the Riverwalk, including Dick's Last Resort, that's more bar than restaurant. Not a frequent visitor but walked it quite a few times. Now, street level there's a couple around the area that are real bars.
